Embakasi East Member of Parliament Babu Owino has appointed former Makueni Governor Professor Kivutha Kibwana as the patron of The Mwananchi Party, bringing an experienced legal scholar and former county chief into the political outfit’s leadership structure ahead of the 2027 General Election.

Owino announced the appointment on Friday, November 6, 2026, describing Kibwana as a distinguished Professor of Law and a passionate defender of human rights.
The legislator praised the former governor’s contribution to public service, particularly his leadership record during his two terms at the helm of Makueni County between 2013 and 2022.
In his announcement, Owino said Kibwana had been recognised among Kenya’s best-performing governors and had left a significant legacy through his administration’s development initiatives.
“Professor Kivutha Kibwana is a distinguished Professor of Law and a passionate defender of human rights,” Owino stated.
“He was ranked among Kenya’s best-performing Governors and left a remarkable legacy through his transformative leadership and service to the people of Makueni County.”
The Embakasi East MP welcomed Kibwana into the party, describing his appointment as an honour and privilege for the political organisation.
“The Mwananchi Party is honoured and privileged to have him as our PATRON,” he added.
The appointment brings together two politicians with different backgrounds: Owino, who has built his political profile through elective politics in Nairobi, and Kibwana, whose experience spans legal scholarship, constitutional affairs, human rights advocacy and county administration.
Why Babu Owino Has Brought Kibwana Into The Mwananchi Party
Kibwana’s appointment gives The Mwananchi Party an opportunity to draw on the experience of a former governor who served in county leadership during the early years of devolution.

His background in constitutional law and public administration could also offer the party additional experience as it develops its political identity, policy positions and organisational structures.
A party patron can traditionally provide guidance, mentorship and advice to party officials, although the precise responsibilities depend on the party constitution and internal arrangements.
However, Owino’s announcement did not provide a detailed description of Kibwana’s duties, the duration of his appointment or whether he would be involved directly in day-to-day party management.
It is therefore not yet clear how much influence the former governor will have over the party’s policy direction and political decisions.
Nevertheless, his appointment introduces a prominent public figure with experience in both academic and elective leadership into the organisation.
Who Is Professor Kivutha Kibwana?
Professor Kivutha Kibwana is a Kenyan legal scholar, human rights advocate and former Makueni County governor.
Before entering elective politics, he established himself in legal academia and participated in national discussions on constitutional reforms, democracy, governance and the protection of fundamental rights.
He later joined county politics and became Makueni’s first governor following the introduction of devolved government under the 2010 Constitution.
Kibwana served as governor from 2013 to 2022, completing two terms in office.
During his administration, Makueni became associated with initiatives aimed at strengthening public participation, improving access to county services and involving residents in development planning.
His political career also placed him at the centre of national conversations about the implementation of devolution and the responsibilities of county governments.
His appointment as patron could therefore provide The Mwananchi Party with access to experience in areas such as constitutionalism, public administration and county development.
The Mwananchi Party Positions Itself Ahead of 2027 Elections
Kibwana’s appointment comes as political parties and emerging political movements position themselves ahead of the 2027 General Election.
The Mwananchi Party has increasingly featured in discussions surrounding Babu Owino’s political ambitions and the wider political landscape associated with the Linda Mwananchi movement.
The party was previously known as the Muungano Party before its name was changed to The Mwananchi Party in September 2026 following the relevant registration process.
The change of name was confirmed in correspondence from the Office of the Registrar of Political Parties dated September 10, 2026.
The development gave the political outfit a new identity as its leadership sought to strengthen its profile and attract wider political support.
Owino has been at the forefront of efforts to promote the party and encourage Kenyans to join its membership.
The appointment of Kibwana adds another dimension to those efforts, particularly because of his experience in governance and his previous association with the political organisation.
It also comes at a time when political players are seeking to build networks, attract influential figures and establish stronger organisational structures before the next election.
What Kibwana’s Appointment Could Mean for Babu Owino’s Political Plans
Owino’s decision to bring Kibwana into the party leadership structure could strengthen its public profile as it prepares for the next electoral cycle.

The former governor’s experience in county administration may be particularly relevant as Owino continues to build his political profile beyond Embakasi East.
The legislator has been associated with discussions about a possible Nairobi gubernatorial bid in 2027, making the development of a stronger political organisation an important part of his wider political activities.
Kibwana’s experience could also help the party engage with national issues, including devolution, public accountability, constitutional rights and service delivery.
However, the appointment alone does not establish the party’s electoral strategy or confirm any specific political alliance.
The party has not announced whether Kibwana will be responsible for developing policy, advising its candidates, overseeing mobilisation or representing it in negotiations with other political formations.
Those details are likely to become clearer as the organisation develops its leadership and operational structures.
Kibwana Previously Urged Linda Mwananchi Leaders to Avoid Divisions
Kibwana’s appointment is also significant given his previous comments on the political direction of the Linda Mwananchi movement.
In September 2026, the former Makueni governor urged leaders associated with the movement to guard against ethnic politics and internal disagreements.
He described Linda Mwananchi as a positive development in Kenya’s political landscape and warned that divisions could undermine its objectives.
His remarks came amid discussions involving Babu Owino and Nairobi Senator Edwin Sifuna over the political vehicle that the movement should use ahead of the 2027 elections.
The debate highlighted differences among political figures associated with the movement, particularly over party structures and the direction of its electoral ambitions.
Kibwana’s entry into The Mwananchi Party leadership structure could therefore attract attention from political observers interested in how the organisation intends to position itself within the wider opposition landscape.
However, his appointment as patron should not automatically be interpreted as a resolution of the disagreements surrounding the movement’s political direction.
What Role Will Kibwana Play in The Mwananchi Party?
Although Owino has confirmed Kibwana’s appointment, several questions remain about the responsibilities attached to the patron’s office.
The party has not publicly outlined whether the former governor will serve primarily as an adviser, participate in policy formulation, mentor emerging leaders or take part in strategic political decisions.
His contribution could nevertheless be important as the organisation seeks to build a recognisable political identity and attract members from different parts of the country.
For Kibwana, the appointment brings him into a political organisation that is seeking to expand its influence ahead of the next general election.
For Owino, bringing an experienced former governor into the party could strengthen its leadership profile and demonstrate an effort to attract individuals with established records in public service.
As the 2027 election approaches, attention will increasingly turn to the party’s leadership arrangements, membership recruitment, policy agenda and possible political partnerships.
Kibwana’s appointment marks a significant addition to The Mwananchi Party’s leadership structure, but the extent of his influence and the role he will play in shaping its future political direction remain to be seen.
