CJ Koome, Cabinet Secretaries Shake Up State Agencies With Fresh Appointments and Reappointments

Chief Justice Martha Koome and several Cabinet Secretaries have announced a series of appointments and reappointments across key government agencies, in a move aimed at strengthening governance, improving service delivery, and ensuring continuity within critical state institutions.

The appointments, published in a Kenya Gazette notice dated Friday, June 12, affect a number of tribunals, regulatory authorities, and state corporations responsible for oversight, public administration, transport, sports, water management, and anti-drug campaigns.

Among the notable changes, Chief Justice Koome reappointed Winnie Tsuma as a member of the National Environment Tribunal for a three-year term effective February 9, 2026. The tribunal plays a crucial role in resolving environmental disputes and reviewing decisions made by environmental regulators.

The Chief Justice also renewed the appointment of Charles Ongoto as Chairperson of the Retirement Benefits Appeals Tribunal for another three-year term beginning April 21, 2026.

In the same tribunal, Timothy Kimathi and Anthony Kiprono were reappointed as members for an additional three years, ensuring continuity in handling disputes involving pension schemes and retirement benefits.

Meanwhile, eight members of the Tax Appeals Tribunal were reappointed to continue hearing tax-related disputes between taxpayers and the government. Those retained include Spenser Sankale Ololchike, Gloria Awuor Ogaga, Erick Komolo, Timothy Vikiru, Abdullahi Diriye, Makau Martin James, Eunice Ng’ang’a, and Boniface Terer.

The appointments come as the government seeks to strengthen institutions responsible for dispute resolution and regulatory oversight amid increasing demand for accountability and efficient public service delivery.

At the same time, Cabinet Secretaries across various ministries unveiled fresh appointments to boards of state agencies under their respective dockets.

Interior Cabinet Secretary Kipchumba Murkomen reappointed Ali Nyamai as a member of the Board of the National Authority for the Campaign Against Alcohol and Drug Abuse (NACADA) and appointed Simon Kande to the board for a three-year term.

The appointments are expected to support NACADA’s efforts in combating substance abuse and strengthening public awareness campaigns across the country.

In the water sector, Water Cabinet Secretary Eric Mugaa reappointed John Kiplelei Kirui as a member of the Board of the Central Rift Valley Water Works Development Agency.

Transport Cabinet Secretary Davis Chirchir appointed Abdillahi Khamisi Mutwafy as a member of the Board of the National Transport and Safety Authority (NTSA) for a three-year term. The appointment comes as NTSA continues efforts to improve road safety and streamline transport sector regulation.

Elsewhere, Trade Cabinet Secretary Lee Kinyanjui reappointed Nimo Omar Haji as a member of the National Standards Council, the body responsible for promoting quality assurance and standards compliance in Kenya.

In the sports sector, Sports Cabinet Secretary Salim Mvurya appointed Barnaba Korir and Ronald Milare as members of the Sports, Arts and Social Development Fund Board for a period of three years.

Further changes were announced under the Ministry of Arid and Semi-Arid Lands (ASALs), where Cabinet Secretary Beatrice Askul appointed Rosemary Omuony as a member of the Coast Development Authority Board for a one-year term and reappointed Gilbert Tenai Bor to the Board of the National Drought Management Authority for another three years.

The latest appointments underscore the government’s ongoing efforts to fill key positions in public institutions and maintain operational continuity in agencies tasked with delivering essential services to Kenyans.
