DCI Summons MP Jayne Kihara Over Alleged Anti-Government Remarks
Naivasha MP Jayne Kihara has been summoned by the Directorate of Criminal Investigations (DCI) over allegations of undermining the authority of a public officer—a situation that has political undertones.
A letter from Assistant Inspector General of Police George Lenny Kisaka states that Kihara is being investigated for allegedly sharing inciteful or disruptive content, contrary to Section 132 of the Penal Code which criminalises undermining public officers.
The summon—seen by Flashnews.co.ke—states that authorities believe Kihara is either directly involved in the matter or has information that can help the investigation.
“I have reasons to believe that you, Hon. Jayne Njeri Wanjiku Kihara, MP Naivasha Constituency, are connected to the offence or have information that can assist me in my investigations,” reads the official notice.
She is required to report to DCI Headquarters along Kiambu Road on Monday, July 14, 2025 at 10:30 a.m. The notice warns that failure to comply will lead to prosecution.
This comes at a time when political temperatures are rising especially after leaders allied to former Deputy President Rigathi Gachagua have been criticising the government. Kihara has been one of the most vocal among them.
In her response, Kihara condemned the move, saying the state is using investigative bodies to intimidate opposition voices and silence dissent. She described the summon as part of a broader attempt to gag political expression.
“The days of intimidating leaders using the criminal justice system are long gone. Summoning me to DCI headquarters tomorrow will not change Kenyans’ resolve because it’s not about Jayne Kihara but about our country, Kenya,” she wrote.
She went on to directly address President William Ruto, saying his administration is adopting old tactics used to suppress opposition. “Mr. President, this is a tried and tested strategy; it has not worked before and it will not work with you either,” she said.
“These political persecutions will not stop us from calling out this oppressive regime,” Kihara said, vowing to continue speaking out against what she sees as growing authoritarianism in government.This comes as Gachagua’s allies are being investigated for incitement and allegedly using hired goons during recent demos. Gachagua has earlier claimed President Ruto is directing DCI to target youth in his camp—claims that include alleged coordination by pro-government governors.
