Europe’s Mayotte Island to Hire Kenyan Swahili Teachers in Cultural Exchange Deal

June 1, 2025 — Kenya is expanding its global cultural and economic footprint following a high-level visit by Foreign Affairs Principal Secretary Korir Sing’Oei to Mayotte, a unique French overseas territory located off the coast of East Africa. The visit focused on strengthening diplomatic, educational, and trade relations between Kenya and the island, resulting in several promising developments.

While Mayotte is geographically part of the Comoros archipelago in the Indian Ocean and situated near Mozambique and Madagascar, it is politically an overseas department of France. This status makes it a de facto region of the European Union, giving it access to EU markets and governance frameworks while maintaining strong historical and cultural ties with the African coast.

During his visit, PS Sing’Oei revealed that discussions are underway to facilitate the hiring of Kenyan Swahili teachers to support language education on the island. The initiative, he noted, is driven by shared cultural and linguistic heritage between Kenya’s coastal communities and the local Kimaore population.

“Given the cultural similarity between Kenyan Coastal communities and Kimaore culture, opportunities for the teaching of Swahili in Mayotte schools were discussed,” said PS Sing’Oei in a statement on June 1. “I am grateful to Minister Thani and the French Embassy in Kenya for this partnership.”

If implemented, the agreement would position Kenya as a growing global source of Swahili language instruction. It follows a broader trend of international interest in Kenyan Swahili teachers, with countries such as Switzerland, Colombia, and the United States already engaging in similar initiatives. Most recently, on April 23, the U.S. Embassy in Nairobi launched the Fulbright Foreign Language Teaching Assistant (FLTA) programme, offering Kenyan instructors the opportunity to teach in U.S. institutions for a year between 2026 and 2027.

Beyond education, the PS announced a significant trade facilitation breakthrough. Mayotte has adopted new regulations exempting Kenyan food products from additional phytosanitary requirements, provided they meet existing European Union standards. This policy shift will allow Kenyan fruits, vegetables, dairy, and meat products to access Mayotte’s population of over 500,000 residents more efficiently.

“This understanding will allow Kenyan produce like vegetables, fruit, milk, and beef to reach Mayotte’s residents unhindered,” said Sing’Oei, noting that Kenya Airways’ new weekly direct cargo flights to the island will streamline trade routes.

Efforts are also underway to enhance port connectivity between Mombasa and Longoni (Mayotte’s primary port), a move expected to strengthen bilateral trade and logistics ties in the Western Indian Ocean.

Sing’Oei emphasized that further opportunities in technology, tourism, and education were identified during the visit, setting the stage for deeper cooperation between Kenya and Mayotte in the near future.

The visit also had a humanitarian dimension. The PS traveled to Mayotte to show solidarity after the island was hit by a devastating cyclone on December 14, 2024. The storm caused widespread damage and displacement, and Kenya’s visit signals both sympathy and strategic engagement.

“My one-day visit to beautiful Mayotte to show solidarity for the cyclone that hit the island at the end of last year also served to unlock immense value for Kenya’s business,” the PS stated.

With outcomes spanning education, trade, logistics, and diplomacy, the visit to Mayotte highlights Kenya’s evolving foreign policy focus — one that blends cultural diplomacy with strategic economic partnerships on both continental and global scales.
