Governor Lusaka Sparks Chaos After Sacking Whole Cabinet Amid Impeachment Storm

Bungoma Governor Kenneth Lusaka has dismissed all Members of the County Executive Committee (CECM), alongside the County Attorney and County Secretary, in a sweeping move that has sent shockwaves across the county’s political landscape.

In a statement issued on Thursday, April 9, Lusaka confirmed that the drastic decision was made under his constitutional authority, citing the need to enhance efficiency in governance and service delivery.

“The Office of the Governor wishes to inform the public that, in the exercise of the constitutional mandate to ensure effective governance and service delivery, the Governor has undertaken a reorganisation of the County Executive,” part of the statement read.

He added: “Accordingly, subject to Section 40(1)(a) of the County Government Act, all Members of the County Executive Committee, the County Attorney, and the County Secretary have been relieved of their duties with immediate effect.”

‘Public Interest’ Justification

The governor emphasised that the decision was taken “in good faith and in the public interest,” framing it as a necessary intervention aimed at restoring efficiency within the county administration and safeguarding institutional integrity.

However, Lusaka stopped short of naming replacements for the dismissed officials, leaving a leadership vacuum at the heart of Bungoma’s executive arm. He assured residents that further communication on interim arrangements and new appointments would be made in due course, in line with legal procedures.

“Further communication regarding interim arrangements and subsequent appointments will be made in due course, in accordance with the law,” the statement added.

Despite the abrupt overhaul, the county government sought to calm public concern by assuring residents that essential services would continue uninterrupted, noting that contingency measures had already been put in place.

Move Comes Amid Impeachment Drama

The dramatic purge comes just hours after the Bungoma County Assembly confirmed receipt of impeachment motions targeting an unnamed county official.

In a separate communication dated Wednesday, April 8, the Office of the Clerk revealed that the motions were undergoing procedural processing before being tabled in the assembly.

“The Office of the Clerk wishes to inform the public that impeachment motions have been received today and are currently undergoing procedural processing. The motions will be presented to the Hon. Speaker and the House Business Committee for approval,” the statement read.

It further noted that once approved, the motions would be formally tabled before the House in accordance with standing orders and the law.

The identity of the targeted official remains undisclosed, fuelling speculation over whether the impeachment push could be linked to Lusaka’s sweeping decision to disband his entire cabinet.

Political Context

Lusaka, who is serving his second term as governor, previously held office as Bungoma’s first governor between 2013 and 2017 before transitioning to national politics as Senate Speaker from 2017 to 2022.

His latest move now raises critical questions about the stability of his administration and the political dynamics within Bungoma County, particularly as tensions appear to escalate between the executive and the county assembly.
