Interior PS Raymond Omollo Ranked Kenya’s Best-Performing Principal Secretary in New Politrack Survey
Interior Principal Secretary Dr Raymond Omollo has been named Kenya’s top-performing Principal Secretary after scoring 69.7 per cent in a new nationwide evaluation by research firm Politrack Africa.
The assessment, released this week, analysed the performance of Principal Secretaries across a wide set of government functions ranging from policy delivery to public accountability. The survey reviewed the top 20 PSs for 2025, taking into account strategic impact, innovation, integrity standards, and the ability to deliver results in line with national priorities.
According to Politrack Africa, the scoring model blended quantitative data from official government reports with qualitative submissions presented to an expert panel, alongside confidential feedback from key stakeholders within the public administration sector. Researchers said the methodology “ensures a balanced reflection of both the measurable results and leadership perceptions associated with each Principal Secretary.”
Dr Omollo earned high marks for what analysts described as his “strategic and results-oriented leadership” at the State Department for Interior and National Administration. The report highlights his role in strengthening departmental coordination, aligning programmes with the government’s broader development agenda, and improving operational efficiency in one of the country’s most complex ministries.
He was further credited for enhancing transparency and accountability, promoting staff welfare, and implementing internal reforms aimed at institutional capacity building. Politrack’s panel also cited robust anti-corruption safeguards within the department as a significant factor in his ranking.
Dr Omollo shared the top position with Elijah Mwangi, Principal Secretary in the State Department for Sports, who also achieved a score of 69.7 per cent.
The third position was taken by Dr Esther Thaara Muhoria of the State Department for Technical and Vocational Education and Training (TVET), who scored 67.2 per cent. She was followed by Charles Hinga of Housing and Urban Development at 65.5 per cent, and Ambassador Professor Julius Bitok of Basic Education at 64.1 per cent.
Other high-ranking officials included Dr Jane Kere Imbunya (Public Service), Eng. Joseph Mungai Mbugua (Roads), and CPA Carren Ageng’o Achieng (Children Welfare Services), all of whom were recognised for notable improvements in service delivery and policy execution within their departments.
Politrack Africa noted that the 2025 findings demonstrate a growing shift toward data-driven governance and ethical leadership within Kenya’s public service, saying the rankings offer “a transparent benchmark for performance, accountability, and continuous improvement” among senior government officials.
Officials in the Interior Ministry welcomed the recognition, with close aides describing Dr Omollo’s score as “a reflection of sustained reforms and dedication to effective public administration.”
The report is expected to ignite wider discussions within government on performance standards and the evolving expectations placed on senior public servants as Kenya pushes toward more transparent, citizen-focused governance.
