Justin Muturi Reveals Tense Call with Ruto After Cabinet Dismissal
Former Attorney General and former Public Service Cabinet Secretary Justin Muturi has opened up about a private phone call with President William Ruto, in which he schooled the Head of State on constitutional procedure following the dramatic July 2025 Cabinet dissolution.
In an interview with a local TV station on Sunday, November 9, 2025, Muturi said the conversation took place a day after Ruto disbanded his Cabinet — a move that initially caught him off guard.
“I was shocked at first,” Muturi admitted. “But I decided to wait and hear from the President himself.”
According to Muturi, when Ruto eventually called, he used the opportunity to remind him that the dismissal of an Attorney General must follow a formal legal process.
“I told him, by the way, you cannot just fire me like that. You are required to set up a tribunal,” Muturi recounted.
He said he even read out sections of the law to the President, outlining the specific grounds required for the removal of an Attorney General, such as incapacity, bankruptcy, or violation of the law.
“You know I have the law at my fingertips,” he said. “I told him it says the AG can only be removed if they are found unfit — legally or mentally — or have broken the law.”
Muturi said the discussion was cordial and underscored the importance of respecting constitutional boundaries. He noted that even the President is subject to legal checks.
“The conversation showed that sometimes even leaders need guidance on the law,” he said, adding that his duty had always been to uphold integrity and legal order in public service.
Muturi also denied reports that Ruto fired him, saying the two agreed he would submit his resignation letter to avoid any legal complications. The President later acknowledged receipt of the letter, effectively ending Muturi’s tenure.
