Kenya Tightens Gambling Regulations, Bans Endorsements by Public Figures

In a notice released on Wednesday, the BCLB outlined updated guidelines that require all gambling advertisements to be vetted and approved by the Board before submission to the Kenya Film Classification Board (KFCB) for classification. Only after clearance from both bodies can such advertisements be aired or published on any media platform.

The new rules place particular emphasis on protecting minors and vulnerable populations. As such, gambling advertisements are now banned near schools, religious institutions, playgrounds, shopping malls, and other areas frequented by children.

Media houses have been directed to comply strictly with the updated Code of Conduct for Media Practices, 2025, and to ensure all gambling content bears specific elements: the BCLB license number, a responsible gambling message, the operator’s name and address, a dedicated customer-care number, and a clear statement that the activity is “authorised and regulated by the Betting Control and Licensing Board.”

The BCLB has further mandated that gambling ads must not depict gambling as a path to social or financial success and must avoid using public figures to attract participants.

“In carrying out gambling advertisements, all media outlets shall adhere to the Code of Conduct for Media Practices, 2025,” the BCLB stated in its official notice.

The ban on celebrity involvement comes amid concerns over the rising prevalence of gambling among young Kenyans, a trend fueled by increased internet accessibility. The move signals the government’s commitment to tightening oversight in the gaming industry and ensuring advertisements do not exploit impressionable audiences or glamorize gambling as a source of income.

Previously, numerous Kenyan celebrities and digital influencers had established partnerships with betting companies, earning significant income through promotional campaigns. The new regulations are expected to have financial implications for these public figures, as well as reshape the marketing strategies of gambling operators.

The latest directive marks a significant shift in Kenya’s approach to gambling regulation, prioritizing public welfare and responsible gaming. As enforcement begins, media houses, advertisers, and gambling firms will be required to adjust to the comprehensive compliance framework or face potential penalties for violations.
