MP Decries Frequent TSC Teacher Transfers, Opposes NG-CDF Transfer to Counties.

Matayos Member of Parliament Geoffrey Odanga has criticized the Teachers Service Commission (TSC) for the regular transfer of teachers within the sub-county. He revealed that he had discussed the issue with the local TSC director, urging the commission to allow teachers a longer stay in one school.

“We cannot expect schools to perform well if teachers are moved every one or two years,” said Odanga. “Our children need consistency. Teachers should be given time to build relationships with both students and the community to positively influence results.”

The MP said they were ready to collaborate with all teachers but insisted that stability was key to improving performance. Unless there were genuine reasons, he maintained that the culture of rapid transfers must be curbed.

Odanga called on school heads to hold open discussions with parents regarding school fee challenges instead of sending students home. He was speaking at St Mary’s Burumba Secondary School during the issuance of a Sh67 million bursary fund. Odanga emphasized that students’ academic performance in the sub-county has suffered significantly due to absenteeism caused by fee-related expulsions.

According to Odanga, the obligation to pay fees rests solely with parents, not the students. He expressed concern over the frequent sight of children being sent home to collect money. He advised that parents facing financial hardship should personally approach schools to negotiate a payment plan, rather than burdening their children.

The MP announced that the bursary allocation per student had increased from Sh4,000 to Sh5,000 to support continued attendance in school. He reported that 5,131 students enrolled in local secondary schools within the sub-county had each received Sh5,000, totaling Sh25,695,000. In addition, 4,061 students originally from the sub-county but studying in institutions elsewhere were awarded a combined total of Sh2,030,500.

For tertiary institutions, 4,000 students benefitted from an allocation of Sh20 million, while 200 learners in special needs schools were supported with Sh2 million. Overall, 13,400 students had submitted applications for the bursary in Matayos Constituency.

Odanga voiced his opposition to proposals to transfer the National Government Constituency Development Fund (NG-CDF) to County Governments. He argued that many governors have failed to effectively utilize the resources already under their control. Odanga warned that such a move could compromise the education of many children. He vowed to resist the transition, stating that the national government had so far implemented most of the visible development projects.

He stated, “If we hand this money over to the counties, it will result in a sharp increase in school dropouts. I will fight to make sure this fund continues to benefit the vulnerable families that depend on it.”

Odanga instructed school heads to release certificates to students who had completed their examinations. He warned that withholding certificates not only violates government directives but also damages the future of affected students. According to him, such practices serve no benefit to schools and only punish the learners.

The MP also highlighted the rising cases of drug abuse and child trafficking within the county. He urged parents to take a more active role in raising morally upright children and warned of the dangers that lurk for unsuspecting youth. Odanga said it was time for parents and communities to act, as the safety and future of their children were increasingly at risk.

He appealed, “We must sit with our children and guide them. Drugs are destroying their future while we look on. Child trafficking is growing in our county, and the community must be vigilant. Our children need to be alert and avoid being misled.”
