Nairobi Governor Sakaja Moves Geoffrey Mosiria to Citizen Engagement in Cabinet Shake-Up

Nairobi Governor Johnson Sakaja has announced a sweeping reshuffle within his administration, reassigning 10 County Chief Officers in what he described as a bid to enhance efficiency and strengthen service delivery across key sectors.

In a notice issued on Tuesday, 18 November, Governor Sakaja confirmed that Environment Chief Officer Geoffrey Mosiria has been moved to the Citizen Engagement and Customer Service docket with immediate effect. The environment portfolio will now be led by Hibrahim Otieno, who previously served as the Chief Officer in charge of Medical Facilities.

Governor Sakaja said the changes were made in accordance with Section 45(5) of the County Governments Act, 2012, which gives the governor authority to reassign chief officers “as the exigencies of the service may require.”

“These adjustments are part of ongoing efforts to align our departments with our service delivery priorities,” the governor said in the notice. “The new deployments will ensure that each sector is better positioned to meet the needs of Nairobi residents.”

Under the new changes, several senior officials will take up new responsibilities across different sectors. Godfrey Akumali has been transferred from the Business and Hustler Opportunities docket to the Housing and Urban Renewal department, while Tony Michale Kimani—who previously led Social Services—has been moved to head the Social Services and Estate Management docket.

Lydia Mathia, formerly Chief Officer for Housing and Urban Renewal, has been reassigned to the Business and Hustler Opportunities department. At the same time, Sande Oyolo, who previously oversaw the Digital Economy and Startups docket, has been moved to the Medical Facilities sector.

The Digital Economy and Startups docket will now be headed by Wilson Gakuya, who transitions from the Smart Nairobi sector. Mache Waikenda, formerly in charge of the Mobility Sector, will now serve in the Mobility and AG ICT Infrastructure department.

Clement Rapudo, who previously led City Culture, Arts and Tourism, has been transferred to the Smart Nairobi docket, while Zipporah Mwangi has been moved from Citizen Engagement and Customer Service to take over the Culture, Arts and Tourism portfolio.

Chief officers play a crucial role in county administration, serving as the highest-ranking officials responsible for managing the daily operations of their respective departments. They oversee performance, deploy staff, and implement county policies under the supervision of County Executive Committee Members (CECMs).

The latest reshuffle signals Governor Sakaja’s continuing effort to reorganise Nairobi’s administrative structure amid ongoing reforms aimed at improving governance and public service delivery across the capital.
