Simple Guide: How to Enrol Persons into the Inua Jamii Cash Transfer Program
Inua Jamii is a government cash-transfer program supporting vulnerable groups including older persons aged 70+, orphans and vulnerable children, and persons with severe disabilities. Below is the step-by-step process for enrolling older persons.

To qualify for the Older Persons Cash Transfer (OPCT):
- Must be 70 years or older.
- Must be a Kenyan citizen with a valid National ID.
- Must not be receiving any other government pension.
2. Prepare the Required Documents
The older person should have:
- Original National ID card (mandatory for registration).
- If the ID is missing or being processed, some counties may accept an ID abstract or photocopy, depending on the sub-county social development office.
- A caregiver, especially if the applicant is not mobile or needs assistance.
3. Where to Register
Registration is done at:
โข County or Sub-County Social Development Offices
Visit the Department of Social Protection office in your area to apply.
โข Official Mass Registration Drives
During government-announced enrollment periods, chiefs and local administrators coordinate registration centres in villages and towns.
4. Register via USSD (Available Through eCitizen)
You can also start the process using the official USSD code:
Dial: *222# (Safaricom)
From the menu:
- Select Inua Jamii
- Choose your preferred language
- Follow the prompts to begin the enrolment process
This option is especially helpful for caregivers assisting elderly beneficiaries.
5. Set Up Payment Method
Inua Jamii stipends (currently KSh 2,000 per month) are paid through eCitizen, mostly via:
- M-Pesa mobile money
To receive payments:
- The older person (or their caregiver account) must have a registered Safaricom line matching their ID.
- Ensure M-Pesa is active.
- Link the chosen payment method during the registration process.
6. Follow-Up, Verification & Complaints
After registration:
- Social Development Officers may conduct home visits to verify the beneficiary.
- Registration is free โ no one should ask for money.
- If payments delay or issues arise, visit the County or Sub-County Social Services Office to file a complaint.
7. Enrol for Healthcare (Optional but Recommended)
Once enrolled in Inua Jamii, beneficiaries are encouraged to register for the:
Social Health Authority (SHA) โ formerly NHIF
This provides subsidised healthcare for older persons.
