Teachers in Kisumu Condemn MP Shakeel Shabir’s Verbal Harassment of Teacher in Front of Students.

A section of teachers in Kisumu County under the Teacher for Teacher Caucus have condemned Kisumu East Member of Parliament Shakeel Shabir for verbally harassing a teacher in the presence of students during an official function.

The incident happened at St. Peter’s Kindu Secondary School where the legislator is said to have publicly berated the teacher in front of learners. In a statement issued on 9 July 2025, the teachers led by Peter Oyombe said the act was an embarrassment to the teaching profession.

“The Member of Parliament could have used the right channels to address his grievances rather than castigate teachers like small children,” the caucus said. The teachers noted that any dispute involving teachers must be addressed through the right legal and professional channels established by the Teachers Service Commission (TSC) and the school’s Board of Management.

The teachers also took issue with Mr. Shabir’s remarks that teachers could be easily replaced since there are others on the waiting list. The caucus said such remarks were unprofessional and an admission that the legislator knew of the challenges but had refused to pursue resolution through the right procedures.

In response to the incident the Teacher for Teacher Caucus issued the following demands:

  1. Psychological support to the affected teachers.
  2. Redeployment options for the teachers to transfer to schools of their choice.
  3. Sufficient time for the teachers to recover from emotional and psychological distress before resuming duties.

“The teachers who were publicly humiliated are emotionally and psychologically disturbed. They should be allowed to serve in environments where they are respected and can work peacefully,” Mr. Oyombe said.

The caucus demanded a public apology from the Member of Parliament and said failure to do so will be met with unspecified action.
