TSC Introduces Online Transfer and Swap System for Teachers

Teachers can now apply online for transfers to other schools following the launch of the electronic Transfer Module by the Teachers Service Commission (TSC).

In a circular to Regional, County and Sub-County Directors, TSC Acting CEO Evaleen Mitei outlined the guidelines for the new system.

Ms. Mitei said the commission wants to ensure equitable distribution and optimal deployment of teachers. She added that the initiative is in line with the TSC 2023-27 Strategic Plan which focuses on automation and digitization.

“As part of these efforts, the commission has developed the ‘Teacher Transfer Module’ to manage this function,” Ms. Mitei said. The system will be piloted for three months starting August 18 and all teachers – except heads and deputy headteachers – can request transfers or swaps.

Teacher Transfer Module Features

The module has automated matching and swap functions, level and subject based pairing, structured timelines, notifications and mandatory minimum tenure after transfer. Teachers can access and accept transfer requests based on the institution’s level and subject requirements.

The system allows mutual swaps and locks paired requests once both parties agree, preventing duplication. Transfers will be done during school holidays, with real-time notifications, timely action, escalations, system integration and secure record-keeping.

“Transfer requests will be filtered by institution level – primary, junior, senior or teacher training colleges – and by subject combinations including for newly recruited teachers,” Ms. Mitei said.

Swap Requests and Timelines

Teachers can request for swap even before completing 5 years of service. If a suitable replacement is not found within 90 days, an official email will be sent to the teacher with 90 days extension. If still unresolved after 180 days, a final regret letter will be issued.

“Teachers must generally serve at least 3 years in their current station before applying for transfer unless the commission transfers them directly,” she noted. Approved transfers will be done during school holidays except in emergencies with evidence provided.

Once approved, digital transfer letters will be sent directly to the head of institution. The system will monitor timelines at every stage and escalate delays exceeding 5 working days. It is integrated with the Teacher Management Information System (TMIS), Entry-Exit System and Electronic Document Management System for real-time updates.

Transfer Committee Panels will validate requests at Sub-County, County, Regional and Headquarters levels before final approval by authorising officers. The commission has shared separate links for teachers and action officers.

Advantages of the System

The new module saves time, finds suitable replacements, tracks applications in real time, reduces paperwork and travel costs, ensures accuracy of data and transparency and accountability in transfers.

“The module will automate processing, reduce manual work and allow for mutual transfers, increase flexibility and efficiency,” Ms Mitei said. Teachers can monitor their requests online, reduce anxiety and no need to physically visit TSC offices.

Union Responses

But Kenya National Union of Teachers Secretary-General Collins Oyuu said unions were not consulted on the system. “We need to know the benefits and drawbacks before implementation,” he said, noting that the previous online system was working well.

Kenya Union of Post-Primary Education Teachers (Kuppet) Acting Deputy Secretary-General Moses Nthurima welcomed the new module. “Teachers used to wait a month for transfer responses. Kuppet supports this system if the commission responds promptly as promised,” he said, adding that the previous system had loopholes for abuse and corruption.
