Climate WorX 2025: Online Application Guidelines for Eligible Kenyan Youth
Kenya Government launches recruitment of 110,000 youth under Climate WorX program. The program was announced by the National Steering Committee of the Climate Resilience Service Program (CRSP) as part of the government’s broader employment creation and climate resilience infrastructure development agenda following President William Ruto’s Madaraka Day address on June 1, 2025.
The recruitment will be done across all 47 counties and will be led by the Principal Secretary for the State Department for Interior and National Administration, Dr. Raymond Omollo and the Principal Secretary for the State Department for Housing and Urban Development, Mr. Charles Hinga.
According to the program guidelines and public communiqués issued by the National Steering Committee, the program aims to address both immediate youth unemployment and environmental sustainability. The program is being implemented under the Climate Resilience Service Program (CRSP) a government initiative to facilitate climate smart public works and urban resilience.

Eligibility Requirements and Application Procedures
Applications for the Climate WorX program should be submitted online through the government portal: https://crsp.go.ke. Eligibility criteria is strictly defined to ensure inclusivity, fairness and verifiable local engagement.
The program is open to Kenyan citizens between 18 and 35 years. Each applicant should provide identification credentials either in the form of National ID or Maisha Card number. In addition, applicants should provide accurate geographic details including county, ward, village and sublocation of residence.
Those who have been previously engaged in National Youth Service (NYS) should disclose this during the application process.
“To reinforce local accountability, participants are deployed in their home villages. Verification is done jointly by National Government Administrative Officers (NGAOs), chiefs and village elders. Vetting also excludes previously suspended workers or known offenders,” the National Steering Committee stated in a press release dated June 5, 2025.
The application process is designed to be transparent, integrity and aligned to local community development objectives.
Scope of Engagement and Project Areas
According to the programme’s operational framework, the recruited youth will be engaged in various public works projects to mitigate environmental degradation and community-level infrastructure development.
“Youth will be deployed to rehabilitate feeder roads, upgrade pedestrian pathways and improve drainage and sanitation in informal settlements. This will contribute to Kenya’s climate resilient urban infrastructure development,” the programme guidelines state.
In addition to road maintenance and drainage works, youth will be involved in environmental conservation activities including cleaning public spaces, restoring riparian zones and clearing blocked waterways.
Pilot implementation under the CRSP framework in Nairobi County has already shown impressive results. As of June 2025, the Climate WorX programme in Nairobi has restored 47km of riparian zones, cleared 84km of clogged drainage systems and improved 45km of pedestrian walkways and grounds in informal urban settlements.
These figures have been verified and documented by Ministry of Lands, Public Works, Housing and Urban Development in collaboration with NEMA.
Remuneration and Deployment Structure
Climate WorX programme operates on a shift system. Each cohort of workers will be deployed for 10 days. Youth will be paid through mobile money transfers via M-Pesa.
General workers under the programme will receive Ksh500 per day while supervisors will earn Ksh580 per day. All payments will be made after verification of attendance and task completion by project supervisors and NGAOs.
The payment structure was confirmed in the implementation document by State Department for Housing and Urban Development which also outlined provisions for incident reporting, shift accountability and performance monitoring.
Future Phases and Expansion
In addition to the current recruitment, the government has announced that a second phase of the Climate WorX programme will be launched in Q1 2026 (Jan-Mar). This phase will increase the number of beneficiaries to 200,000 youths nationally.
According to the National Steering Committee, the expansion will maintain equal quotas for each of the 47 counties and 50:50 gender parity. At least 30% of the positions in both current and future phases will be reserved for persons with disabilities (PWDs).
“At the core of the programme is to create immediate employment for over 110,000 youth. This will rise to 200,000 youth in Phase II, with equal quotas per county,” said the National Steering Committee in the Climate WorX Programme Guide.
Institutional Oversight and Implementation Partners
The Climate Resilience Service Programme is coordinated at national level by Ministry of Interior and National Administration and Ministry of Lands, Public Works, Housing and Urban Development. Implementation is with county governments, NGAOs and community based verification structures.
Monitoring and evaluation of the programme is being done by an inter-ministerial technical working group, with data reporting through e-CRSP platform and field inspection teams under the National Project Coordination Unit (NPCU).
Oversight agencies are:
- National Treasury and Economic Planning
- Ministry of Labour and Social Protection
- Ministry of Environment, Climate Change and Forestry
- Council of Governors
- Public Service Commission
- Ethics and Anti-Corruption Commission (EACC) for vetting compliance
In its final remarks, the National Steering Committee reiterated the government’s commitment to youth empowerment, sustainable development and climate adaptation infrastructure. All project updates, timelines and beneficiary statistics will be posted on CRSP website and through quarterly press briefings by the Principal Secretaries.
