Communications Authority Issues Tough New Rules on Selling Digital TVs and Decoders
The Communications Authority of Kenya (CA) has announced that anyone importing, selling or using digital TVs and decoders in the country will now require Type Approval before doing so.
Type Approval is an official certification of compliance to the set technical and safety standards. According to CA, the new measure is to protect consumers, ensure regulatory compliance and maintain the integrity of Kenya’s broadcasting systems.
In a notice issued on Tuesday, September 2, the regulator stated that all Digital Video Broadcasting-Second Generation Terrestrial (DVB-T2) receivers must go through Type Approval before they are introduced into the Kenyan market. This technology allows broadcasters to transmit high quality content more efficiently.
Kenya switched from analogue to digital terrestrial broadcasting in 2015 and adopted DVB-T2 for better signal clarity, efficient spectrum use and expanded TV services. Devices that fall under this category include Integrated Receiver Decoders (IRDs), TV sets with built-in digital tuners and Conditional Access Modules (CAMs).
“Entities intending to import, distribute or sell DVB-T2 receiving equipment that has not been type-approved must submit an application to the Authority,” CA directed. The application process also requires submission of supporting documents to verify compliance to the new technical standards.
CA also advised Kenyans to check its website (ca.go.ke) under the “market structure” section for more details. Type Approval is granted once for each model of equipment. Beyond TVs and decoders, the same applies to gadgets like mobile phones, radio communication equipment and internet devices.
Failure to comply with the directive will attract a fine of up to Ksh1 million as per Section 46C of the Kenya Information and Communications Act (1998).
