Evaleen Mitei, recently appointed as the Acting Chief Executive Officer of the Teachers Service Commission (TSC), brings with her a rich legacy of service spanning 31 years.
Her promotion follows the suspension of the recruitment process for a new TSC boss by the Employment and Labour Relations Court (ELRC) in Mombasa.
The court issued interim orders maintaining the current situation until further direction is given, after a petition contested the legality and fairness of the hiring process. In a ruling delivered by Justice Kebira, it was ordered that the status quo as of May 27, 2025, be preserved.
Before her latest role, Mitei served as the Commission’s Senior Deputy Director from February 2013. She was the deputy head of the Human Resource Directorate, where she supervised the Human Resource Management (HRM) Division.
This leadership position placed her at the heart of crucial HR functions including payroll management, employee discipline, recruitment, and remuneration—responsibilities she had been entrusted with since her promotion to Deputy Director in 2011.
Between 1994 and 2012, Mitei held the position of Human Resource Manager at the Commission. She oversaw the recruitment, deployment, and payment of TSC staff, gaining extensive knowledge in managing personnel within the education sector.
Her role involved steering day-to-day operations tied to staffing and ensuring effective allocation of human resources across the country.
Earlier in her career, she was seconded to the Ministry of State for Public Service, serving at the Public Service Reform Secretariat from February 2003 to March 2007.
During this period, she played an instrumental role in implementing national reforms such as Results-Based Management and the introduction of performance contracting. She also contributed to the development of strategic frameworks for managing public service personnel more efficiently.
Academic Background
Evaleen Mitei holds a Master of Science in Human Resource Management from Manchester Business School, University of Manchester, completed between 2001 and 2002.
Her foundational academic training includes a Bachelor of Education in English and Literature from Moi University, earned between 1990 and 1994. These academic qualifications have laid a solid foundation for her lengthy and impactful career in human resources and education.
Mitei’s appointment as acting TSC CEO came amidst controversy surrounding the recruitment of a new permanent chief executive. A resident of Mombasa, Thomas Mosomi Oyugi, filed a petition claiming the process was flawed, with alleged constitutional breaches and discriminatory requirements.
The petition led the court to halt the hiring procedure, which had set out a five-year renewable term for the incoming CEO. Candidates were expected to have at least ten years of experience in education, administration, public service, or financial management, and meet the integrity standards under Chapter Six of the Constitution.
Interested applicants had been instructed to download the application form from the Commission’s website and submit it, together with required documentation, to the office of the TSC Chairman in Upper Hill, Nairobi, by May 27, 2025.
