How to Complete Car Ownership Transfer Online Through NTSA Service Portal
NTSA has launched a fully digital motor vehicle ownership transfer system, no more paperwork and long queues.
In a notice issued yesterday, NTSA said both buyers and sellers can now complete the whole process on the eCitizen portal. No more repeated visits to NTSA offices or relying on middlemen to process logbooks.
How it Works
The seller logs into their eCitizen account, selects the vehicle to be transferred, uploads the logbook in PDF, and enters the buyer’s details. After payment and submission, the buyer is notified to accept or decline the request online.
For buyers, it’s just as easy. Once logged into the eCitizen portal, they accept the transfer notification, enter their details, tick the declaration box and submit for NTSA’s approval.
According to the Authority, this streamlined process reduces verification and approval time to minutes. New logbooks are ready in 3 days and can be collected from any NTSA center by presenting the old logbook and ID.
Seller Steps
- Log in to the eCitizen account

- Choose the vehicle to be transferred
- Upload the original logbook (PDF)
- Fill in the new owner’s details
- Pay for the transfer of ownership
- Confirm submission via the notification tab
Buyer Steps
- Log in to the eCitizen account
- Select NTSA service portal (New)
- Accept or decline transfer notification
- Fill in the required details and tick the declaration box
- Submit for approval
Transparency and Security
Each application now has a unique Application ID, both parties can track progress in real time. NTSA has also introduced digital audit trails to reduce fraud.
If a transfer is rejected, the seller is notified by SMS with reasons. The application can be corrected and resubmitted without extra charges.
NTSA advises motorists to stop paying bribes, all transfers must be done through official online platforms. Vehicle owners are reminded that failure to transfer ownership within 14 days of purchase is a criminal offence under the Traffic Act.
“Anyone claiming they can fast-track transfers through unofficial means should be reported to NTSA or EACC immediately,” the Authority warned.

By digitising the whole ownership transfer process, NTSA says the reforms will save motorists time, increase transparency, reduce corruption and compliance with traffic laws.
