Exclusive: Beijing’s use of artificial intelligence, cameras, radar and real-time traffic monitoring offers a glimpse of how Nairobi could tackle accidents, illegal driving and congestion before minor incidents become major jams.
For millions of motorists in Nairobi, a broken-down vehicle, an illegal turn or a poorly timed traffic light can transform a 30-minute journey into a frustrating two-hour ordeal.

But as the Kenyan capital continues to expand, technology being deployed in some of China’s biggest cities could offer a glimpse of a radically different approach to managing traffic.
Nairobi’s population is projected to surpass seven million by 2035, increasing pressure on an already congested road network and raising the stakes for authorities seeking faster and more efficient ways to manage traffic.
A tour of traffic management facilities in Beijing and other Chinese cities has revealed how authorities are using artificial intelligence (AI), cameras, radar and road sensors to detect incidents in real time and alert traffic managers before congestion spreads across an entire route.
China’s ‘Smart City’ approach to traffic
Rather than relying entirely on motorists or traffic officers to report accidents and obstructions, China’s smart-city systems continuously monitor activity on roads and highways.
One example is the Smart Cities Operations Management system, which provides police, emergency responders and city managers with a real-time picture of activity across urban areas.
The technology combines information from cameras, sensors and other monitoring equipment to identify incidents and help authorities decide how quickly to respond.
Vehicle identification is also incorporated into the wider system, with cameras able to recognise vehicle number plates and link them to registered vehicles.
For traffic managers, this can mean detecting a stalled vehicle, crash or obstruction within moments rather than waiting for traffic to build up before action is taken.

The technology that spots a traffic jam before it starts
During an exclusive tour of Dahua Technology in Beijing, one of China’s major surveillance and security technology companies, Kenyans.co.ke was given a first-hand look at systems combining cameras and radar to monitor roads and analyse events as they unfold.
The technology can detect when a vehicle breaks down on a busy road and automatically send an alert to highway managers and emergency response teams.
That early warning can be crucial.
A vehicle blocking one lane may initially cause only a short delay. But if it remains there for several minutes during peak hours, queues can quickly spread to adjoining junctions and feeder roads.
By identifying the problem early, authorities can dispatch response teams to remove the obstruction before a relatively small incident develops into a city-wide traffic headache.
The same systems can also identify a range of driving violations.
These include illegal lane changes, vehicles entering dedicated Bus Rapid Transit (BRT) lanes or emergency lanes, illegal turns and other activities that can disrupt traffic flow.
The information can then be used by authorities for enforcement, creating a system in which traffic offences can be detected without an officer necessarily being physically present at the scene.
Could Nairobi replicate Beijing’s success?
The technology is particularly relevant to Nairobi as Kenya accelerates investment in intelligent traffic management.
The government is rolling out a KSh45 billion Intelligent Traffic Management System, which is expected to connect more than 210 major road junctions to a centralised network in three phases.
The system is designed to collect live information from cameras and road sensors, allowing traffic signals to respond to changing road conditions rather than relying solely on fixed timings.
That could prove particularly important at some of Nairobi’s busiest junctions, where traffic volumes can change dramatically within minutes.
125 more traffic hotspots targeted
The National Treasury has allocated KSh1.18 billion for Phase III of the project, targeting 125 additional traffic hotspots across the capital.
Among the junctions identified are Moi Avenue-Kenyatta Avenue, Raila Odinga Way-Lang’ata Road and Limuru Road-Muthaiga Road.
These are locations where congestion can quickly cascade onto surrounding roads, particularly during morning and evening rush hours.
The wider strategy is intended to create a more connected traffic management network, giving authorities access to information from multiple locations instead of treating each junction as an isolated problem.
City Cabanas to become a traffic command centre
A separate KSh7.9 billion project will connect 25 heavily signalised intersections to a Traffic Management Centre at City Cabanas.
The system is expected to bring together CCTV feeds, Vehicle Detector Systems and Variable Message Signs, enabling motorists to receive real-time information about traffic conditions and potential disruptions.
In practice, such technology could allow road users to receive warnings about congestion, accidents or blocked routes while they are still able to choose an alternative journey.
AI could also transform traffic enforcement
Perhaps one of the biggest changes could come through the integration of traffic monitoring with vehicle enforcement systems.
The wider system is being integrated with enforcement technology that can enable authorities to automatically identify and issue citations for offences including running red lights, making illegal turns and driving on pavements.
For Nairobi motorists, that would represent a significant shift from traditional traffic enforcement, where officers must often physically witness an offence before taking action.

It could also create a more consistent enforcement system, although questions around data protection, accuracy, oversight and the handling of disputed offences would need to be addressed as the technology expands.
From Beijing to Nairobi
China’s experience demonstrates what is possible when thousands of cameras, sensors, radar systems and traffic signals are connected to centralised command centres.
Nairobi is now investing heavily in similar infrastructure.
The challenge will be turning that investment into a system that works effectively on the ground — one capable of detecting incidents quickly, coordinating emergency responses, adjusting traffic signals and giving motorists useful information before congestion becomes overwhelming.
If successfully implemented, Nairobi’s intelligent traffic network could eventually mean that a broken-down car or minor crash no longer automatically triggers hours of gridlock.
For a city where minutes lost in traffic can add up to millions of hours every year, the promise of smarter roads may be about more than technology — it could be about giving Nairobi motorists their time back.
