Missing Wajir Huduma Centre Manager Hussein Moi Found Alive After Four Months in Somalia

Assistant County Commissioner Hussein Abdirahman Mohamed, widely known as Hussein Moi, who had been missing for over four months, has been found alive in Somalia, bringing an end to a long and anxious search by family and authorities.

Hussein, who serves as the Wajir Huduma Centre Manager, was last seen on the morning of Tuesday, July 8, 2025, in Wajir town at around 10 a.m. His sudden disappearance prompted widespread concern across the region, with relatives reporting the incident to police and filing legal action to compel authorities to locate him.

On Thursday, November 20, Hussein was discovered at the Dhobley border in Somalia, weak and visibly traumatised, according to his family. “He has been found in Dhobley, but he is in very bad shape and status. From the photos, he looks weak and emaciated. We are coordinating with Somali and Kenyan authorities to transfer him to Wajir as soon as possible,” the family said in a statement.

Photos circulated by Insecurity KE and seen by flashnews.co.ke depict Hussein in a fragile state, highlighting the severe toll of his prolonged absence. The circumstances surrounding his disappearance remain unclear, with no confirmed details about his abductors or how he ended up across the border.

Sheikh Abdiwahab Osman, a close relative, described the past months as a period of “fear and uncertainty” for the family. “Hussein is a devoted father, a loving husband, and a committed public servant. His disappearance left the entire community in shock, and we have been desperately seeking answers ever since,” Osman said.

Following Hussein’s disappearance, the family sought legal recourse through a High Court habeas corpus application filed in Nairobi on Monday, July 14. Lawyers Shadrack Wambui and Danstan Omari, representing the family, urged the court to compel the Inspector General of Police, Douglas Kanja, and the Directorate of Criminal Investigations (DCI) to produce Hussein.

The legal filing outlined that Hussein was last seen at a public function in Wajir, where he had participated in welcoming the Cabinet Secretary for Public Service, Geoffrey Ruku. Shortly after the event, he vanished without a trace, prompting the family to report him missing at Sojir Police Station.

The habeas corpus application names the Attorney General, Inspector General of Police, and Director of Public Prosecutions (DPP) as respondents, citing alleged inaction and failure to disclose Hussein’s whereabouts.

Kenyan authorities are now working with Somali officials to safely transfer Hussein back to Wajir, where he is expected to receive medical attention and rehabilitation following his ordeal.

Hussein’s safe recovery marks a significant relief for his family and the wider Wajir community, who had campaigned tirelessly for his return over the past four months.
