Murkomen Creates Three New Sub-Regions in Nairobi to Revolutionise City Services

Nairobi is set for significant administrative restructuring after the government announced the creation of three new sub-regions—Nairobi North, Nairobi East and Nairobi West—in what officials describe as a major step toward improving service delivery in the rapidly growing capital.

The changes were confirmed by Cabinet Secretary for Interior and National Administration Kipchumba Murkomen on November 13, 2025, through a statement on X (formerly Twitter). His announcement followed a detailed Gazette Notice dated November 11, 2025, published a day later in The Kenya Gazette.

Murkomen said the reshuffle was informed by public feedback and the increasing pressure on administrative structures owing to Nairobi’s population, now estimated to surpass five million.

“We Promised to Reinvigorate National Administration”

Explaining the motivation behind the move, the CS stated:

“During the recently concluded Jukwaa La Usalama public forums, we promised to restructure and reinvigorate the National Administration to serve the people of Kenya better. We are committed to bringing services closer to wananchi through deliberate decentralisation and efficiency enhancement.”

According to the Gazette Notice, the three newly created Service Delivery Coordination Units fall under the National Government Co-ordination Act (Act No. 1 of 2013), and will be overseen by officers holding the rank of County Commissioner.

Among the sub-counties reallocated under the new framework are Starehe under Nairobi North, Makadara under Nairobi East, and Lang’ata under Nairobi West.

The notice formally states that each of the three sub-regions “shall be managed by an officer in the rank of a County Commissioner,” marking a decisive step in the government’s decentralisation agenda.

Key Appointments Announced

As part of the restructuring, the Interior Cabinet Secretary also announced three senior appointments to oversee the new administrative blocks.

  • Rose Wanjiru Chege will serve as County Commissioner for Nairobi West.
  • Patrick Simiyu Werre has been appointed to lead Nairobi East.
  • Simon Odhiambo Osumba will take charge of Nairobi North.

The trio will report directly to the Regional Commissioner, Nairobi Region, who will coordinate the expanded administrative structure.

Nationwide Changes to County Commissioners

The Nairobi restructuring comes amid a wider reshuffle within the National Government Administration across the country. Murkomen confirmed a fresh round of promotions and deployments of County Commissioners in several regions.

He noted:

“As part of ongoing efforts to streamline operations within the National Government Administration, we have further promoted and posted the following officers in the rank of County Commissioner: Tana River – Joseph Mwangi Wamuti, Taita Taveta – Linda Adhiambo Okola, West Pokot – David Ntawuasa Saruni, Kajiado – Michael K. Yator, Kericho – Jeremiah Mwai Gicheru, Vihiga – Peter Mwangi Maina.”

Several serving County Commissioners have also been transferred to new duty stations, with all changes taking effect immediately. The move, according to the CS, reflects feedback arising from the Jukwaa La Usalama consultations where citizens raised concerns about service delivery and security coordination.

Formalisation Through Gazette Notice

The Gazette Notice signed by Murkomen on November 11 finalises the administrative overhaul and signals the government’s broader push to strengthen on-the-ground service delivery in Nairobi and nationwide.

The creation of the three sub-regions is expected to ease congestion within the city’s existing administrative units and support more responsive governance as the capital continues to expand.
