Nairobi Water Company to Disconnect Thousands Over Unpaid Bills Starting October 15

The Nairobi City Water and Sewerage Company (NCWSC) has launched a massive water disconnection exercise to recover outstanding payments from defaulting consumers in Nairobi.

In a public notice issued on Tuesday, October 7, the utility company said the operation will start on October 15, 2025 as a major enforcement step to restore financial stability in the sector.

According to NCWSC, the disconnection will affect all consumer categories — ministries, departments and agencies (MDAs), county governments, commercial enterprises, water service providers, and domestic users.

“The Company wishes to inform the public that a water disconnection exercise will start on October 15, 2025 as a decisive enforcement measure to recover outstanding arrears from all defaulting consumers,” the notice read in part. “The exercise will cover all categories of consumers to recover revenue and safeguard bulk and retail water service provision.”

NCWSC said the move comes after numerous reminders and engagement efforts have failed to yield results. The company has exhausted all dialogue channels and is now enforcing disconnections to force payment.

Customers are advised to clear their outstanding balances immediately to avoid disconnection. Reconnections will only be done after full payment.

“No institution or individual consumer will be exempted from this enforcement,” NCWSC warned, adding that all affected parties should treat the notice with urgency and contact its customer service offices if need be.

The exercise comes after a recent temporary water supply disruption that hit parts of Nairobi last week.

On Thursday, October 3, NCWSC announced interruptions in areas such as Westlands, Lavington, Kileleshwa, Mamlaka, Valley Road, Kilimani, Kawangware, Dagoretti, Uthiru, Muthua, Ngong Road, Upper Hill, Kibera, and Highrise to facilitate the interconnection of the Kigoro–Gigiri–Kabete water pipeline at the Gigiri Pumping Station and Reservoir.

That upgrade took place between October 3 and October 4, 2025 and is part of ongoing efforts to improve water delivery in the county. Now it’s revenue recovery.
