Retooling of Teacher Educators Key to CBTE Success, Says Education CS.

Education Cabinet Secretary Migos Ogamba has underscored the critical role of teacher retooling in the successful implementation of Competency-Based Teacher Education (CBTE), a cornerstone of Kenya’s ongoing education reforms.

Speaking during the graduation ceremony of 353 teacher trainees at Tambach Teachers Training College in Elgeyo Marakwet County, the CS emphasized that effective delivery of the CBTE curriculum demands highly skilled, reflective, and adaptable educators. The graduates represented the first cohort trained under the new CBTE model.

Ogamba highlighted the National Education Sector Strategic Plan (NESSP) 2023–2027, which calls for the comprehensive retooling of all teacher educators to align with the dynamic needs of 21st-century learners.

According to the CS, this shift marks a deliberate move toward producing not only knowledgeable teachers but also practitioners capable of adapting teaching strategies to diverse learning environments.

“The CBTE framework prepares teachers who can go beyond traditional instruction to respond to changing classroom needs. Our aim is to equip teachers who are flexible, innovative, and capable of guiding learners in a dynamic world,” said Ogamba during his keynote address.

He commended Tambach TTC for its holistic approach to teacher preparation, particularly its emphasis on co-curricular activities, which he described as essential for building resilience and professionalism in future educators. The CBTE model, he noted, views learning as a comprehensive experience that transcends classroom boundaries.

The CS reaffirmed the Ministry’s commitment to strengthening teacher training institutions across the country, pledging continued support for infrastructure development and curriculum enhancement. He urged the college’s board to explore income-generating initiatives that can complement government funding, especially in key priority areas.

In support of fiscal accountability, Ogamba revealed that the government has disbursed a total of KSh 31.4 million to Tambach TTC over three fiscal years, from 2022/2023 to 2024/2025. He stressed the importance of prudent resource management and urged the board to adhere strictly to the International Public Sector Accounting Standards (IPSAS) in financial reporting.

“It is essential for institutions to uphold internal controls and ensure timely, transparent reporting. This strengthens public confidence and supports sustainable development,” he said.

While responding to local leaders who called for the upgrade of Tambach TTC to a university, the CS confirmed that the Ministry is awaiting an assessment from the Commission for University Education (CUE). He added that the government supports the establishment of a specialized university in the region, subject to regulatory approval.

The graduation event was also attended by key dignitaries including Principal Secretary for Finance Dr. Chris Kiptoo, PS Forest Gitonga Mugambi, Governor Wisley Rotich, and area MP Adams Kipsanai.

As Kenya continues the rollout of the Competency-Based Curriculum (CBC) and its associated reforms, the Ministry of Education maintains that equipping educators with the right tools and training remains at the heart of long-term success.
