Ruto, Top CSs Unveil 450+ New Appointments Across Key State Agencies

President William Ruto and several Cabinet Secretaries have announced a fresh round of appointments across key public institutions, according to a gazette notice published on November 21.

The notice confirms a series of leadership changes spanning development authorities, universities, wildlife conservation, energy, and agriculture — signalling what appears to be a broader government effort to reinforce governance structures within State agencies.

Ruto Reappoints Lake Basin Development Authority Chair

President Ruto reappointed James Waore Dianga as the Non-Executive Chairperson of the Board of Directors of the Lake Basin Development Authority (LBDA). Dianga will serve another three-year term effective November 21, 2025.

In the official notice, President Ruto stated:

“In exercise of the powers conferred by section 4(1)(a) of the Lake Basin Development Authority Act, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, re-appoint JAMES WAORE DIANGA to be Non-Executive Chairperson of the Board of Directors of the Lake Basin Development Authority, for a period of three (3) years, with effect from the 21st November, 2025.”

The LBDA oversees socio-economic development initiatives in the greater Lake Victoria Basin region, including infrastructure projects, agricultural programmes, and resource management.

Education CS Ogamba Appoints Tharaka University Council Chair

Education Cabinet Secretary Julius Ogamba has appointed Peter Kaiyoro as the new Non-Executive Chairperson of the Council of Tharaka University. His term, also set at three years, began on November 21.

The appointment forms part of ongoing governance reforms within public universities, many of which have undergone significant restructuring in recent years.

Kagwe Extends Tenure of Agriculture Finance Corporation Board Member

Agriculture Cabinet Secretary Mutahi Kagwe reappointed John Mtuta to the Board of the Agriculture Finance Corporation (AFC) for a further three years.

The AFC plays a crucial role in offering financial support to farmers and agribusinesses, making board continuity critical as the sector continues to navigate challenges including climate variability and rising production costs.

Energy CS Appoints New Member to Nuclear Power Agency

Energy Cabinet Secretary Opiyo Wandayi confirmed the appointment of Francis Agar as a member of the Nuclear Power and Energy Agency (NuPEA). Agar’s three-year term also took effect on November 21.

NuPEA is mandated to develop Kenya’s nuclear energy capacity and advise the government on the safe deployment of nuclear technology for electricity generation.

Rebecca Miano Appoints 491 Honorary Wardens

Tourism and Wildlife Cabinet Secretary Rebecca Miano has made the largest set of appointments, naming 491 individuals as honorary wardens for various conservation regions across the country.

Those appointed will oversee wildlife protection roles in areas including the Central Rift, Coast, Eastern Region, Mountain, National Cadre, Northern, Southern, Tsavo, and Western conservation zones.

The notice stated:

“In exercise of the powers conferred by section 12(5) of the Wildlife Conservation and Management Act, the Cabinet Secretary for Tourism and Wildlife appoints the persons named in the second column of the Schedule to be honorary wardens responsible for the areas respectively specified in the third column, for a period of three (3) years.”

Honorary wardens assist the Kenya Wildlife Service (KWS) in anti-poaching efforts, wildlife monitoring, community engagement, and general conservation activities.
