Billion for Ebola Response as Kenya Quarantine Centre Row Deepens

The administration of U.S. President Donald Trump is reportedly seeking Ksh103.7 billion (USD 800 million) from Congress to bolster international Ebola response efforts, including funding for a controversial quarantine facility in Kenya intended for Americans exposed to the deadly virus.

According to Reuters, the funding request forms part of a broader emergency package worth more than Ksh181.5 billion (USD 1.4 billion), which the White House is expected to submit to Congress amid growing concerns over a rapidly expanding Ebola outbreak in the Democratic Republic of Congo (DRC).

The proposed humanitarian funding would support a wide range of response measures, including treatment supplies, contact tracing programmes, infection-prevention initiatives, regional logistics operations and the establishment of a quarantine centre in Kenya.

The development comes at a time when the proposed U.S.-backed Ebola facility at Laikipia Air Base remains at the centre of a heated legal and political dispute in Kenya.

High Court Halts Quarantine Facility

Kenya’s High Court recently suspended plans to establish and operationalise the quarantine facility pending the hearing and determination of a petition filed by Katiba Institute.

In its ruling, the court barred the Kenyan government from setting up, managing or facilitating any Ebola quarantine, isolation or treatment centre linked to the contested arrangement.

The court further prohibited the admission, transfer or entry into Kenya of individuals exposed to or infected with Ebola under the programme, dealing a significant setback to the initiative.

The petition challenges an alleged agreement between the governments of Kenya and the United States to establish a 50-bed Ebola quarantine centre at Laikipia Air Base, arguing that the arrangement raises constitutional, public health and sovereignty concerns.

Public Opposition Mounts

The proposed facility has triggered opposition from sections of civil society, legal experts and local residents, who argue that Kenya risks becoming a holding ground for foreign Ebola patients.

Critics have questioned whether adequate public participation was conducted before the agreement was reached and whether the project poses unnecessary health and security risks to Kenyan citizens.

The latest U.S. funding proposal is expected to reignite debate over the matter, particularly as legal proceedings continue.

Ruto Defends Project

Despite the controversy, President William Ruto has defended the planned facility, insisting that the project is designed to strengthen Kenya’s preparedness and response capacity against potential Ebola outbreaks.

Government officials have maintained that the facility would enhance emergency response capabilities, improve disease surveillance and contribute to regional public health security.

Congo Outbreak Raises Global Alarm

The funding request comes as the Democratic Republic of Congo battles a significant Ebola outbreak linked to the rare Bundibugyo strain of the virus.

According to the World Health Organisation (WHO), the outbreak has infected more than 1,000 people and claimed at least 267 lives, prompting international concern over the possibility of cross-border transmission.

Reuters further reported that Washington is seeking an additional Ksh64.8 billion (USD 500 million) for global health security initiatives aimed at preventing the virus from reaching the United States.

A further Ksh11.7 billion (USD 90 million) has reportedly been earmarked for diplomatic and emergency operations, including the evacuation and transportation of infected American citizens to specialised treatment facilities.

The proposed spending package underscores growing concerns within Washington over the evolving Ebola crisis and highlights Kenya’s increasingly prominent role in regional disease preparedness efforts, even as legal and political questions surrounding the Laikipia facility remain unresolved.
