TSC Begins Deployment of 2,014 Recruited Teachers as KNUT Asks for Recruitment Policy Review.

The Teachers Service Commission (TSC) has started deploying 2,014 newly recruited teachers to fill vacancies arising from natural attrition across the country. The deployment exercise kicks off on Wednesday, 11th June 2025 and is meant to address acute staffing shortages in both primary and secondary schools.

According to a communication from the Commission, the recruitment is on permanent and pensionable (PNP) terms. The teaching jobs include 1,309 for primary school teachers, 32 for JS and 673 for secondary schools.

The Kenya National Union of Teachers (KNUT) has however asked the government through TSC to review the current teacher recruitment policy. KNUT seeks prioritization of academic excellence in TSC recruitment process instead of over relying on Kenya Certificate of Secondary Education (KCSE) grades. The union wants a merit based approach that evaluates teachers based on their overall academic achievements and professional credentials.

TSC specified protocals for teachers deployment exercise. The Commission has directed Sub County selection panels chaired by TSC Sub County Directors to give priority to local applicants. The order of priority is as follows: local Sub County, local County, local region and other counties only when all local options are exhausted.

During the document verification exercise, intern teachers were awarded 50 marks, but priority was still given to local applicants. Year of graduation and completion of internship also played a big role in the shortlisting process.

The Commission has asked selection panels to prepare two separate merit lists for each Sub County: one for local applicants and another for non-local applicants. These lists will guide the final selection of candidates for deployment.

Applicants were required to present original and legible photocopies of a comprehensive set of academic and professional documents during the verification exercise. The list of mandatory documents for primary school teachers were:

National identification card;

Certificate of registration as a teacher;

Proof of completion of Upgrade Diploma in PTE or UDPTE Certificate (if applicable);
PTE Certificate;

KCSE certificates or their equivalent, including certificates for resits;

KCPE certificate or its equivalent, including certificates for resits;7. KNEC results letter, where applicable;

Primary and secondary school leaving certificates, together with accompanying testimonies;

NCPWD Card, where applicable;

Affidavit sworn under the Oaths and Statutory Declarations Act, Cap 15 of the Laws of Kenya explaining any variation in names.

For post-primary teachers (junior and secondary schools), the required documents were:

a) National ID;
b) Teacher registration certificate;
c) Diploma or degree certificate and transcripts;
d) KCSE certificates or equivalent including resit certificates;
e) KCPE certificates or equivalent including resit certificates;
f) Primary and secondary school leaving certificates, together with accompanying testimonies;
g) NCPWD Card, where applicable;
h) Affidavit sworn under the Oaths and Statutory Declarations Act, Cap 15, to explain any variation in names;
i) A letter of certification of results from KNEC, if appropriate.

During the verification process, interns were simply asked to present their national identification.
TSC reaffirmed its commitment to transparent and merit-based recruitment as per its policies. The deployment of the new teachers is expected to address teacher shortage and improve education service delivery in under-staffed schools countrywide.
