Nairobi Water Employee Fined Ksh8.5 Million for Using Fake KCSE Certificate

A Nairobi City Water and Sewerage Company (NCWSC) employee has been fined Ksh8.5 million after being found guilty of using a fake Kenya Certificate of Secondary Education (KCSE) certificate to get a government job.

In a statement issued on Tuesday, November 4, the Ethics and Anti-Corruption Commission (EACC) announced that the Milimani Anti-Corruption Court convicted Felix Ojwang Balamu of forgery and using false documents to get employment in 2011.

“The Milimani Anti-Corruption Court has fined Felix Ojwang Balamu, an employee of the Nairobi City Water and Sewerage Company, Ksh8.5 million after he was found guilty of using a forged KCSE certificate to get employment,” the EACC said.

According to the anti-graft body, investigations revealed that Balamu presented a counterfeit KCSE certificate purporting to be genuine and issued by the Kenya National Examinations Council (KNEC).

Magistrate Selesa Okore delivered the judgment on October 10, 2025 and fined Balamu the equivalent of his unlawfully earned salary and additional penalties of Ksh8,543,562 or four years in prison in default.

This is the latest in a series of crackdowns by the EACC on public employees who used forged academic documents to get jobs.

Just weeks ago, the agency arrested and charged Liza Amara Anyoso, a former registry clerk at the same company, for presenting a fake Bachelor of Commerce degree from the University of Nairobi.

EACC said Anyoso’s fraudulent act earned her Ksh7.8 million in salaries during her time of service.

“Investigations established that Ms. Anyoso used a falsified Bachelor of Commerce degree certificate purporting to be genuine from the University of Nairobi to get employment at NCWSC,” the Commission stated.EACC referred her to the DPP for prosecution on charges of forgery, uttering false documents and deceiving a principal under the Penal Code and Anti-Corruption and Economic Crimes Act.
