KRA Suspends Nil Tax Filings to Review Kenyans’ Data and Expand Tax Base

The Kenya Revenue Authority (KRA) has temporarily suspended the filing of nil tax returns (zero returns) as part of a strategic push to broaden the country’s tax base and improve compliance in 2026.

Announcement and Immediate Impact

On Friday, January 23, 2026, KRA Deputy Commissioner in charge of Taxpayer Experience, Patience Njau, confirmed that the authority has blocked the option to file zero returns. This measure applies specifically to income for the year 2025, preventing taxpayers from submitting nil filings until further notice.

The suspension aims to allow KRA to conduct thorough data validation using available transaction records before permitting such returns.

Reasons Behind the Suspension of Nil Returns

KRA’s decision forms part of a broader 2026 enforcement strategy focused on converting non-filers and zero filers into active, paying taxpayers.

Deputy Commissioner Njau explained that the authority will shift its attention to scrutinizing individuals and businesses claiming no income, cross-referencing data from sources such as customs declarations, eTIMS (Electronic Tax Invoice Management System), reported earnings, and withholding tax payments.

“This year, we will have a very different focus because we want to turn zero payers and non-filers into paying taxpayers. We have mechanisms in place to keep an eye on other transactions, including customs, eTIMS, income earned, and withholding tax,” Njau stated, as reported by various media outlets.

The temporary block prevents potential revenue leakage while KRA reviews taxpayer records to ensure accuracy and fairness.

Duration and Restoration Timeline

Taxpayers cannot file nil returns for 2025 income from now until the end of March 2026. Once KRA completes its data examination and confirms no relevant transactions occurred during the year, the nil filing option will be reinstated.

KRA has officially stated that the feature is scheduled to be restored on Friday, May 1, 2026.

In response to public inquiries on X (formerly Twitter), KRA noted: “Kindly note the nil return option is temporarily unavailable. Kindly be patient as it is scheduled to be restored on May 1. Apologies for any inconvenience caused.”

Public Reactions and Online Concerns

The announcement triggered immediate concerns among Kenyans unable to submit their returns, with many expressing frustration and seeking clarification online.

Social media users highlighted difficulties in filing and questioned the timing, prompting KRA to issue reassurances about the temporary nature of the suspension and its goal of achieving a more equitable tax system.

This initiative underscores KRA’s commitment to leveraging existing data for better compliance and expanding revenue collection in Kenya. Taxpayers are advised to monitor official KRA communications for updates on the restoration of nil filing.
